Noble Youth Academy is a Grades 1–5 educational initiative of Rotger Research Foundation Inc. NYA is designed to minimize children's personal information, keep ordinary learning and practice usable without an account, and place any future persistent child profile or verified public credential under adult control.

What a child can do without giving NYA a full legal name.

Students may learn, practice, use PSSA preparation, work with spelling and printable materials, and take local assessments without entering a full legal name. Exam name fields are optional and may use a first name, initials, nickname, or remain blank.

Information we intentionally minimize

  • No child email address is required for ordinary learning.
  • No phone number, home address, exact birth date, school name, social-media account, photograph, or precise location is requested for practice.
  • Free-response and notebook areas include reminders not to type private information.
  • The child-facing site is designed without behavioral advertising or cross-site profiling.

Device-local learning data

Some practice pages save scores, mastery, notes, unfinished assessments, or readiness information in browser local storage so the learner can continue on the same device. This information is not an official transcript. NYA's privacy helper automatically clears NYA device-local learning data after 365 days of inactivity, and a parent can clear it at any time below.

Current data map

This describes the current static NYA website package. Hosting providers may still process ordinary technical request information such as IP address, browser details, security logs, and timestamps. Hosting log retention should be configured to the shortest practical period consistent with security and operations.

Operator & parent privacy contact

Operator: Rotger Research Foundation Inc., through its Noble Youth Academy educational initiative.

Parents and guardians can use the Foundation's adult contact gateway for privacy, access, correction, credential-revocation, or deletion requests. Do not send a child's password, government ID, health information, or other unnecessary sensitive information with a request.

Deployment requirement: before NYA begins collecting children's personal information server-side, publish and maintain a dedicated privacy contact email and the operator contact information required by the final production privacy notice. The current static learning site is intentionally designed to avoid that collection.

Parent & guardian controls

NYA is being designed so adults can make the decisions about persistent child information. Before NYA adds centralized learner accounts, persistent cross-device analytics, or automated verified credentials, those features should include appropriate parental notice, consent, access, deletion, and security controls.

Parent choices

  • Use NYA without creating a child account.
  • Use initials or a nickname instead of a full name.
  • Review results and answers on the device.
  • Export or delete NYA device-local learning data.
  • Choose whether a verified credential should be created.
  • Request revocation/deletion of an NCAN record through the Foundation's official privacy contact process when connected.

Before centralized accounts launch

NYA should not activate persistent child profiles until a production parental-consent workflow, privacy notice, vendor inventory, data-retention schedule, access/deletion workflow, and security controls are operational and reviewed.

NCAN credential privacy

Public verification should authenticate the credential, not publish a child profile. The recommended default is a public holder display such as initials or a parent-approved nickname, plus assessment, grade, score, mastery level, issue date, credential ID, status, and fingerprint. A full legal name should not be required for public verification.

Legal and policy basis

Rotger Research Foundation Inc. is a nonprofit organization. FTC guidance states that many bona fide nonprofits are generally outside COPPA because the Rule applies to commercial websites and online services covered by Section 5 of the FTC Act, while also encouraging nonprofits to provide COPPA protections to child visitors. NYA therefore uses a privacy-by-design approach intended to provide strong child protections whether or not the Rule legally applies to a particular Foundation activity.

The FTC's amended COPPA Rule became effective in 2025 and emphasizes parental notice/consent where required, data minimization, security, and limits on retaining children's personal information. This page describes NYA's current practices; it is not a certification by the FTC or a COPPA Safe Harbor program.
